The world was shocked on January 7, 2020 when the Chinese health authorities reported an outbreak in Wuhan City, Hubei Province. The cause of the viral pneumonia like disease was a novel type of virus that was not previously identified in humans. Twenty three (23) days later, the first confirmed case was announced by no less than Secretary Duque of the Department of Health (DOH).
On March 12, 2020, the World Health Organisation (WHO) has characterised Corona Virus Disease 2019 (COVID-19) as a pandemic. On that same day, at 3pm, there are 52 confirmed cases in the country according to the DOH. These and other circumstances prompted the government to raise the Code Alert System for the COVID-2019 public health event to Code Red Sublevel two (2). The Inter-Agency Task Force for the Management of Emerging Infectious Disease through Resolution No.11, Series of 2020 issued their recommendation for the management of the COVID-2019 situation. With this resolution, the National Capital Region (NCR) will be locked down forty eight (48) hours after the release of the resolution. This simply means that starting March 15, 2020 land, domestic air, and domestic sea travel to and from Metro Manila shall be suspended for thirty (30) days.
